Review

During the review phase, proposed development plans are reviewed by staff for compliance with the Martin County Land Development Regulations and the Comprehensive Growth Management Plan. All issues are summarized in the staff report following the initial and subsequent re-submittals by the applicant. When the application receives a staff determination of compliance, a development order can be issued for final approval by the County Administrator or Board of County Commissioners.

A development application is considered a quasi-judicial matter when it is hear by the Board of Zoning Adjustment, Local Planning Agency or the Board of County Commissioners at a public hearing or public meeting.  During the public hearing, members of the public may participate as members of the public or as an intervener.  Interveners must meet certain criteria and can make presentations and question the applicant and staff during the hearing.  use the links above for the specific intervener form.

After a Development Order has been issued, the applicant has 60 days to submit all required documents for Post Approval.  There are two permitted 60-calendar-day extensions, which can be granted for the submittal of the documents.  However, all associated fees must be submitted within 60 days of the Development Order.  No permits for construction or development activity shall be issued until all required documents and fees are received and approved.
